It should be noted that the Moroccan experience in
combating terrorism and extremism has several key elements
of success. The proactive establishment of a comprehensive
national strategy to combat terrorism by the Kingdom of
Morocco, following the terrorist bombings in Casablanca in
2003, enabled the country to contain and dismantle hundreds
of terrorist cells. It has also foiled numerous terrorist plots
and projects, leading to the arrest of thousands of individuals
involved in terrorism-related cases.
The integration of the components of the national strategy to
combat terrorism played a crucial role in the achieved success
in countering the terrorist phenomenon. In this regard, the
Kingdom of Morocco has taken various legal and institutional
measures. These include the enactment of Law No. 03.03
of 2003 on combating terrorism, Law No. 14.86 of 2015 on
combating the phenomenon of foreign terrorist fighters, the
establishment of the Central Bureau of Judicial Investigation
within the General Directorate of National Security, the
creation of the National Financial Intelligence Authority,
and the establishment of a national committee responsible
for implementing the financial penalties specified in the
relevant Security Council resolutions on combating terrorism
and the proliferation of armaments and their financing.
Furthermore, based on the headquarters agreement
concluded between the Kingdom of Morocco and the United
Nations Office of Counter-Terrorism (UNOCT), the UNOCT
Programme Office for Counter-Terrorism and Training in
Africa was established in Rabat in 2020, being the first of its
kind in Africa.
Second: Counterterrorism Efforts through Strengthening
Arab International Cooperation
The Kingdom of Morocco attaches special importance to
strengthening Arab international cooperation in the fight
against terrorism. This is evident through its contribution to
the adoption and continued implementation of various Arab
mechanisms related to counterterrorism. In this context,
notable examples include the Arab Convention for the
Suppression of Terrorism, the Arab Convention on Combating
Money-Laundering and the Financing of Terrorism, and the
Arab Strategy for Combating Terrorism, which are considered
the optimal means to strengthen Arab international
cooperation in the fields of information exchange, combating
terrorism financing, promoting intellectual security, and
disseminating moderation and the values of tolerance as a
response to extremism that may lead to terrorism.
It is worth noting that Morocco is keen to participate in
implementing the regional framework for Arab countries,
which will be launched from this year until 2028, with the
aim of preventing and combating terrorism.
